Full skirts with petticoats were all the rage in the 1950’s. I always remember having one just like my Mum when I was a little girl.. ‘my sticking out petticoat’ I used to call it.
Easy to make, they could be as full or frilly as you wanted. Wide lace fabric could be used or several layers of narrower stuff.
There are plenty of vintage patterns, though I don’t think they are always needed.

Here are some fabrics ideal for the job,
Vintage 1950’s semi-sheer fine corded nylon fabric which has a stiffish feel, in blue and white stripes.
Pink gingham check CryspyllaVintage 1950’s acetate rayon fabric in 1/8″ pink and white gingham. TheΒ fabric has a stamp on the bottom of the length, with “BDA- Cryspylle Finish, recovers from creasing, crisp handle”. BDA were an American company well known in the late 1940’s and 1950’s for specialized finishes on fabric. The fabric has the feel of crisp nylon and holds pleats and pressing well (the label seems to suggest the opposite).
Pretty yellow lace fabric which would probably need satin on silky fabric for the top or next to the skin
